Yes, Nitroflare adds a $4 on top of their $12.95 30-day rate which is, in fact, stated when you order. I think they don't understand that they have to add credit card processing fees in their basic monthly rate - like all other file hosts do - instead of doing this (and merchant fees are 5%, not 30%!).
